The City of West Hollywood seeks to engage residents on WeHo neighborhood traffic solutions with the launch of an online petition that accept proposals and statements of support from residents who wish to contribute their two cents and make recommendations as part of the City’s Neighborhood Traffic Management Program (NTMP).
NTMP is a community based process that begins and ends with residents and community members to find solutions to WeHo neighborhood traffic problems. NTMP’s goal is to improve the quality of life in West Hollywood neighborhoods by developing and implementing innovative and effective transportation solutions to make residential streets safer and more comfortable for everyone to use.
The NTMP’s traffic calming objectives focus on:
Reducing cut-through traffic on residential streets;
Slowing traffic on residential streets;
Creating safer walking and bicycling conditions; and
Providing greening opportunities.
With this program, local residents work together in a community consensus-building process with staff from West Hollywood City Hall to find solutions to traffic issues on neighborhood streets. In a collaborative process, these solutions are implemented with a high level of community participation.
The program recently launched an online petition process as a pilot program to make it easier for residents and neighborhoods to access information, gather support, and take part in expressing support to advance traffic calming proposals recommended by recent Citywide traffic studies. The NTMP incorporates a five-step process for traffic calming solutions developed with recommendations from several comprehensive neighborhood traffic studies involving extensive analysis, neighborhood participation, and input. The steps include:
Written Request — Requests can be initiated by an individual or a neighborhood group;
Data Collection and Analysis — Staff evaluates the feasibility of requests. Solutions for basic requests can implemented within several weeks; other requests require more evaluation including the collection of data on the street segment including speed surveys, traffic volume counts, crashes, bicycle routes, pedestrian activity, and impacts on neighboring streets.
Community Involvement — A community meeting will be held to collect general information about the neighborhood concerns. If the request moves forward, there may be follow up meetings to discuss potential solutions. More than 50 percent consensus is needed in order to implement some projects.
Commission and Council Action — The City’s Transportation Commission and City Council will review requests for approval of traffic calming implementation; and
Final Project Implementation — Pending City Council approval, the project is placed in the budgets and is implemented.
