City Council to Consider Changing the Title Mayor Pro-Tempore to Vice Mayor

At a Regular West Hollywood City Council meeting on Monday, December 18, 2023, the City Council will consider adopting a Resolution changing the title of Mayor Pro
Tempore to Vice Mayor. Agenda Item 6.F, initiated by Mayor Pro-Tempore John Erickson also brings forward a Resolution amending the City Council bylaws to reflect the name change.

City Staff background analysis states that since Cityhood, the organization of the City Council is comprised of the Mayor, Mayor Pro Tempore, and Councilmembers. California Government Code § 36801 and 36802 (Government of Cities/Officers/Legislative Body) refer to Mayor Pro Tempore. The term Mayor Pro Tempore means “for the time being” in Latin. According to the item, often times, people do not know how to pronounce it, or they question what it means.

§ 36801 – The city council shall meet at the meeting at which the declaration of the election results for a general municipal election is made pursuant to Sections 10262 and 10263 of the Elections Code and, following the declaration of the election results and the
installation of elected officials, choose one of its number as mayor, and one of its number
    as mayor pro tempore.

§ 36802 – The mayor shall preside at the meetings of the council. If the mayor is absent
or unable to act, the mayor pro tempore shall serve until the mayor returns or is able to
act. The mayor pro tempore has all of the powers and duties of the mayor.

Most General Law cities use the title Mayor Pro Tempore; however, some General Law
cities use Vice Mayor, including Beverly Hills, Capitola, Carpinteria, Citrus Heights,
Corona, Fairfield, Galt, Lathrop, Norwalk, Oakley, Paramount, Rohnert Park, San Carlos,
Scotts Valley, St. Helena, and Ukiah.

By way of this item, the City Council is asked to change the Mayor Pro Tempore title to
Vice Mayor as a local preference and adopt resolutions to reflect this local preference.
